what happened to it? why it was never brought to steam?

It was owned by Activision last and now Microsoft has acquired their IPs I believe.

If that is indeed true then we won't see it on Steam I supect since Microsoft of course owns their own game service (Xbox GamePass).

I agree though that it is odd it never made it over to Steam before Microsoft bought the whole world up. Activision allowed Swat 4 on GOG.com but not here. Maybe they had some secret exclusive contract?

also because gog is better, you actually own games there, while here on steam you are just buying a license
