Stuck on "Food for Thought" Due to Previous Choices

Howdy y'all, minor spoilers here in my question.

I just picked up the Food for Thought quest despite being well into the game as I'm just doing some clean up, checking for things I've missed.

However, I appear to be a bit stuck as there seems to be only two real paths you can go with it, either convince the Queen's brother to help or work with Captain Mad Morena. Issue is, I sided with the VTC and killed the Queen's brother when I was forced to choose a side, and I actually killed Mad Morena much earlier in the game as well. In other words, both options are a bit closed to me...

Despite this, the quest is still active and doesn't seem to automatically fail as a result of this. Does this mean there is still something I can do to complete it? Or is it stuck forever in my guestbook..?
