Dereo and both Cornett's

Dereo is really after both the conch shells. Found one in the under city ruins and eventually got the other one from Serpent Crown ( or where ever the fancy place is)

Tried to go back to Dereo and give him both crowns and it's already saying quest complete? He has no more information for me. He was just pleased to know about he Mosaic. Is quest bugged or is this really how that quest ends?

The mosaic is basically a clue to the location of Ukaizo, which everyone is looking for. He's not ready to give you more information than that, but it helps your reputation with the Principi if you head out to Dunnage.
