Spell accuracy
so spell accuracy is not affected by weapon buffs, and is affected by shield debuffs?
so I should have aloth with scepter and small shield?

Spell Accuracy = single handed weapon accuracy = Sword and shield.

Using cepter did not make any difference for your character except for Role playing reasons.

My go to caster is a Cipher Gunslinger (in hindsight it looks cool, but cipher spells are more effective in close and personal, especially combined with fighter)

General rule of thumb is, if you play Wizard, the higher your INT (even better if buffed to Brilliant Inspiration level) you accuracy while high (check your rolls to make sure what's your base Spell Accuracy).

To hit just to make sure what enemy's defense stats you are targeting (will, fortitude etc etc).

PER and INT is the stat you should looking at.

so if I'm playing a defensive caster that only casts through all the fight (no auto attacks) then quarterstaff (for deflection bonus) or hatchet+small shield is best?
