Can't enchant

Hi,

I can't enchant items to update to legendary level, even if I possess all required materials. Lesser quality enchantments are working fine. Is there some level restriction, which is not mentioned? Like in POE 1.

I noticed that too but for me it's more random. I can properly enchant to legendary about 75% of the time even with the correct materials. But there is no rhyme or reason to not being able to. A bug?

[Accidental Teamplay]

You can't skip directly to legendary, you have to make the item superb first (and if you can't make it superb, make it exceptional first). If this doesn't explain it, please provide screenshots of the rebellious items.
