I had another quest, the one involving Kahn in the Wild mare, also bug out.
If you ask about Orron you can head upstairs and talk to him, let him know only half the kids will fit, and go on about the subject to really let it sink in. The guy is clearly bothered by noise and disturbances and quickly decides that traveling with kids is a big no, and shoots off to find another way to get where he wants to go.
And with all of them gone the kids will all fit on the ship.
