I think in the games universe it makes sense enough.
Personality =/= body/gender. The body/gender being different is of course only because of player freedom in character creation.
It's not that hard to choose the same race and gender if you wish to play as the same Watcher from PoE1 so the choice is there which makes arguing about it pretty pointless.
