I think Frostseeker is a war bow. But as Kycol said you get so many points in weapon specialization I was just throwing them on random weapons in the end.
Looked through my items in my final save -I have done everything I think- so only one unique hunting bow. Two unique warbows.
The problem is mainly with the Devoted subclass, since you only get one weapon specialization and can get screwed over without foreknowledge, but the imbalance in the number of uniques between weapon types in the game certainly doesn't help.
Didn't know about that subclass. Ouch :(

Hm well then if you don't want to start a new file you could try Unity console mod to respec. If you don't mind using 3rd party programs.
St. Drogga's Skull is classed as a Sabre ingame, which is also pretty funny.
Surprisingly though a lot of quarterstaffs. That was one thing I was not happy about in PoE cause its my Watcher's main weapon.
At least the Arbalest one is sold at a merchant.
