How do you gain access to Neketaka's other districts?
Specifically, The Gullet

I was speaking to a friend who asked me if I had been there, which I hadn't, though I was further in the main story than he was. I have no idea how to unlock it even though I have a quest requiring me to meet someone there.

Exit at the direction of whatever district you want to go. In this case, take the east exit from the berth

Leave Queen's Berth on the right side of the map.

there are also other districts at the starting town. So you may check back on those if you missed it.

I had to visit black citadel then the gut, then the other two locations prior to have chatting it up with the prince princess.
