Like many other things it is unfinished, yes. Corporate scumbags were rushing the devs its super apparent when you get close to end game.
It's not super obvious, but he should have given you a couple of gemstones. If you check the combat log directly after speaking to him you should see it.
Obsidian needs to tighten up their belt. Pillars is a descent game, but jeez and cheese when a game like Baldurs Gate, aged as it is, had more complexity and depth. Especially for a quest like this I'd bet my vorpal toothpick BG would of done it better. Not this big let down, this and more than a few quests did...
It was a big let down, ♥♥♥♥ block, whatever you want to call it. Lazy writing or even story building/content building. Not as bad as the Serafen companion quest line though. Now that was a big let down as well. So yeah, same issues throughout the game with a lot of the quests. Implied, gassed up, and at the end...nadda. That's the complaint. Not about a cape, or gems, or anything of the sort. Sounds like politicians and their empty promises.
The corporate scumbag argument holds no water given every single game obsidian has ever made baring South Park has the same issues. The fact is obsidian has time and time again proven they can't release a finished polished game.
Did you not play this game or do the quest? He specifically says he'll reward you when you meet him at Port Maje, rather, "I'll make it worth your while, meet me at Port Maje". The issue isn't the fact you get gems or a cloak from saving him. The issue is, the writing with the quest suggests otherwise. Like no one did quality control checks on lots of the quest lines.
Again, like Serafen's companion quest. I saved Romero, I got into the boat fight with Malnaj. I kill her, it just ends. No resolution comments from Serafen, inability to loot the bodies. It literally just ends. For a major companion quest line, you would of figured it would of gone under the microscrope or comb before launch no? Nope.
None of the two issues I've mentioned above is even rare in the game. So many quests, leave me saying "wtf happened? That's it?" Like serioudly, is Obsidian running out of writers for quest content to make them a tad more...I don't know? Complete? And no, it's not some b.s expectation myself or others are magically conjuring up. The quests were written by the developers, and they fall far from what they conjured up in game for us. Not the other way around.
