1. Clear the top left corner of the map where there are some mercenaries hiding. https://i.imgur.com/bFqvnBV.jpg This will allow you to trigger "The fort is safe" type of dialogues.
2. It seems the quest is only half-finished. Even though the log will stay at "captives remain locked" if you go to deadlight and talk with Aelys, it will complete the quest.
3. Again it seems the quest is broken or half done, as it will say "I freed the slaves being held on the island, and turned over the slavers' ship to them." when you do nothing of the sort.
Surprised this got through QA in its current state.
After killing Kua I went back down to the dungeons and killed everyone there - the Dungeons were still empty - there were never any slaves there to free. The quest only gets half done - no-one left alive at the fort except one slave found in the courtyard who is now my crew. There were no slaves in the dungeons and no cutscene.
Seems you have to kill Kua and the ogre guy with the key before going to the locked dungeons in order to trigger the slaves actually being in the dungeons to free. Pretty big bug.
Does someone has the same problem ?
Two years later, I have the same problem, found Aeldys at Fort Deadlight but she doesn't want to talk about killing the slavers and freeing the slaves, can't close the quest.
The Key thing to do is:
1. Free the Wahaki tribe member (which is in itself a prove that the slaver breach the rule of not selling huana) -- find the keys for them and then *allows* them to clean up the majority of the enemies in the Slaver's fort lawn. (you'd want to save that one Dead godlike before and make sure he join your crew, that just what heroes do).
2. Free the rest of the captive.
3. Clean the house.
