Gullet Locked - How do I unlock?

I'm feeling like an idiot here. I'm trying to Find Persa in the Gullet, but the area is locked and I can't get in there. What am I missing?

You need to leave the docks through the eastern exit

Oi. I didn't realize the issue was I was using the wrong exit. Durrr.
