Terms of Trade Bug

I got the Terms of Trade quest early on, with the first goal being to sail to Tikawara. I sailed to Poko Kohara first, and resolved the quest. The goal now says to return to the VTC headquarters, and that company representatives will want to know what happened at Poko Kohara.

Nobody has anything new to say, I've spoken to everyone on every floor. Is this just a bug from sequence breaking a bit? I went to Tikawara after first noticing this issue and did everything there - it didn't fix anything. Anyone know a workaround, or who I have to talk to in particular?

Same thing is happening to me. I talked to atsura first that may have something to do with it.

I had the exact same issue and redid the quest in this order and it worked:
The Royal Deadfire Company gives you a separate quest and asks you to destroy adra.
Tikawara: Talk to the chief + Priestess at shrine. She asks you to destroy adra.
Poko Kohara: Get the journal off of the body of the captain of the Vailian expedition before stepping into adra at level 3. (Edit: Take the cursed fish idol too.)
Return to Tikawara: Talk to the chief and Priestess at shrine again. The priestess' dialogue options appear dark but try them again until new options appear. At this point, the journal added the choice I made to the quest description. I'm guessing this is the part that's required in order to progress the quest.
Also, talk to the cook near the trading post before leaving, you can take him on as crew.
Then go straight to the Vailian Trading Company 1st floor and talk to governor Alvari. She'll take you to the director.
