Does anyone know the combination to the door under the Watershapers Guild?

Guildmaster Mairu gave me the full text of Periki's Devotion, which seems to indicate Ngati > Rain > Moon > Hands, but I can't get any combo to work at all. I feel like I've gone insane, this should be an easy puzzle.

Just in case anyone is as stupid as I am, it's a 5 combo lock, not 4 (even though it seems to throw the failure messages out at random).

Fish > Moon > Rain > Moon > Hands.

Yeah, I spent a while trying four symbol combos on this before I realised five lines of text meant five symbols :D

if this is a 5 step solution then given the placement of the four symbols on the dial the last step "Moom to Hands" can't be executed without doing 6 steps because the moon has to next to the hands to be done with your stated solution.
In my quest log the step where you open the stone door is grayed out because I talked to the queen then went back to try to open the stone door and discovered that that step was finished because it was grayed out when in fact I never did open the door.
