Playing the cipher rogue
Am I to understand I only get sneak attack damage when KITH are charmed? Can I charm in other ways at low levels? Did I hobble myself playing something cuz I thought it was cool?

There are a lot of kith to fight in this game compared to the first one. But Whispers of Treason is Power Level 1 as a cipher, very cheap and spammable. You can also get an AoE charm, Ringleader, eventually. Druids can get Charm Beast at level 1, and various other classes and equipment pick up Charmed/Dominated effects later on.

But my sneak only works on charmed correct? So that would mean anytime someone can take a charmed effect do it lol

I'm only level 4 so I haven't run into too many Kith encounters yet.

There aren't a lot of kith to fight on the first island, but once you get off of Maje you'll find there are plenty. In settlement, in the main hub city, in almost every ship battle if you close to board. Lots of pirates, slavers, privateers, and more.

Sneak attack actually works normally for the Debonaire, you get +30% damage if the target is flanked or has any Affliction. The Debonaire's thing is that on top of that you're guaranteed to Crit against Charmed/Dominated targets -- that's a separate bonus from Sneak Attack, and it stacks.

Last question what qualifies as an ally near by? or does the -10 accuracy not really matter after a while?

It sort of still matters. If you ever played D&D -- think of it as a +/-2 or so. The 100% Hit to Crit offsets it quite a bit, but still, this isn't a rogue subclass that rewards sneaking off on your own the way other subclasses do. Ideally you want to stick close to a fighter who can Engage enemies, who you can Escape and hide behind when you need to.

I believe nearby is considered within 4 (in-game) meters. Roughly within flanking distance, from melee reach to the other side of a human-sized target or so.

uh no? There are multiple effects that activate sneak attack.. In fact there is a rogue talent down the list that makes every engaged target distracted, which opens them up to sneak attack damage.. Sneak attack works when the target has ANY affliction in POE2.. This means sneak attack with Hobbled, stunned, paralyzed, flanked etc etc.
Which is why Swashbuckler (fighter rogue) Eder is incredibly powerful.
