So, if I'm targeting an enemy with an AoE and I use this, does the condition mean the Target has Allies in melee range, or the caster has allies in melee range? I assume the latter, but I thought I'd ask.

Yeah, seems to referring to your own Allies.

if you use a fireblast with cone you should watch not to burn down your own men so use if with caution or not else you might realise your suddenly alone with the Enemy .. it informs about howmany are in your vicintity. zoom max in and make sure none of yours is to close .
