The Gullet reputation stuck at +3?

+3 is the max reputation you can have with The Gullet? Usually al major and minor faction reputation can go up to +5

What i i did:

Gave the beggar some food = Minor reputation
Read Botaro's Soul in the old town = Minor reputation (All Aboard)
Helped Biha and her children to leave the place = Major reputation (All Aboard)
Helped Ptili with the medicines = Major reputation (Harsh Medicine)

At this point the reputation i have with The Gullet is +3

Helped Enoi to convince the Queen to give gullet inhabitants better food = Major reputation (Food for Thought)

And yet after that, the reputation is still stuck at +3

Is that a bug or something?
