They're not. They're awesome.
There's almost no reason to take a pure class of any kind. A Cipher, maybe, but even a Cipher benefits from some of the Rogue tools.
Multiclassing in this game is really great, especially among melee classes. Like, having played it through now three times, I cannot imagine any reason to take a Paladin as a pure class. They are simply so much stronger, even from the beginning, with some tools from another class.
edit: I tried a dual weld paladin, but in my opinion is much stronger multiclassed. Which class depends on how you want to play him/her.
Roleplaywise Darcozzi Paladini is a great paladin subclass for the Pirate theme. In fact the leader of the pirates actually is one.
I have a Darcozzi/Troubador Herald in my group I just love. Great party buffer and healer and gets the reload chant that makes guns so much better.
Sounds amazing, until you realize that when playing properly no one ever drops. Besides, Chanters and Priests get the ability to revive multiple people much sooner.

This is why Priests, and to a lesser extent wizards, are so crucial to success, just like PoE1. Faster you can buff, better you are, less chance you have of ever losing someone.
This is why I particularly like my hired adventurer priest/wizard (I only used Xoti the first time through the game). Having one character that can buff/debuff and still get off spells like Expose Vulnerabilities is pretty awesome.
If you want something that does a lot of damage, IMO you need to pair something with Rogue. Rogues direct damage attacks like Blinding Strike, Strike the Bell and Crippling Strike can be upgraded to do damage over time. With Sneak Attack and flanking (or and status that blinds/sets flank) they do great damage.
I prefer a Cipher/Rogue because Cipher is my favorite class and the ability to do CC in addition to great melee damage and DD spells is just a fabulous combination. Ciphers get so many good spells for damage.
I haven't tried a Holy Slayer (Paladin + Rogue) but I bet it would be fun. My preference with Paladins though is to pair them with a Fighter, so you can get Charge.
But even still, a Holy Slayer with only a few Rogue selections would be an improvement in damage output over a straight Paladin.
For every level you take only ONE upgrade, take a Paladin one. When you get two choices, choose something like Blinding Strike. Dual sabers and go kill stuff. You'd have paladin Heals and Raise dead for backup, and you'd get Flames of Devotion for extra damage. Take the Rogue's Finishing blow to finish enemies off. Maybe take Escape so you can move around the battlefield a little better.
