Empower ability and power level

Just wonder what the point is for empowering an attack ability when the description of the ability says full attack or primary attack if player does not take the talents of improving empowerment. Does your attack do extra damage even if the ability says full attack? because full attack just implys the weapon player uses and has fixed amount of damage unlike wizard spells.

Also, the same goes for power level, if i take prestige talent, does it have any effect on ability like flames of devotion?

Empower raises power level. Power level determines damage bonus, status effect duration and aoe radius.

A weapon ability always does something. You might not get damage bonus if the ability doesn't deal additional damage but you will get duration for status and more aoe if it's an aoe.

Been testing it, sees like the only thing you benefit from empowerment is +5 penetration with weapon ability
