Don't Go Devoted with Battle Axes
Just a fair warning. If you're looking to do a Barbarian/Fighter build that relies on crit and thought going devoted with battle axes would be the way to go, I strongly advise against it. I only found one unique battle axe throughout my enitre playthrough, and I didn't even get it until towards the end. If you're going to go Devoted, do it with swords or sabres because there are an ungodly amount of them compared to other weapons.

Feels pretty bad when your class defining feature is rendered moot because you didn't win the weapon lottery.

There are two of them.

For normal people it's only Magran's Favor.. For backers there's a second axe. That's that.
Fair point OP.

Pretty much, and especially when you are penalized so heavily (-10 Accuracy) for not having that proficient weapon with devoted. I only wish I had known sooner becuase it really did make my character feel not as special not being able to fully realize my build :(

you could have used the console using a mod without disabling achievements;made me test so many builds without ever rerolling my main ever again by starting a new game

It's so dumb that backers have more weapons. It's an offline game, why giving such a weird advantage to backers. Well clearly to push people to fund the game but urgh ... those practices are disgusting.

I feel your pain, OP. I went Devoted/Rogue with Pikes and there's only a single unique one, and it's a terrible defensive one that casts woodskin on yoou when you are bloodied. There's a very good one in the game data called "Wicked Beast" but I can't seem to find a way to obtain it.
I gave up and used the console to change my profiency to Pollaxe, at least there are two of those.
It's a shame Obsidian is always desperate to cater to backers and their infantile requests: "WAAAAA, GIMME MAH SHINNIN SWOOODS".

For anybody who's sad about their weapon proficiency choices, install this mod: https://www.nexusmods.com/pillarsofeternity2/mods/2

It'll allow you to use an in-game UI to add or remove proficiences without disabling achievements.

PoE2 very much suffers from the "all the cool magical weapons are swords" curse although in this particular game they're sabers, specifically

This has been extensively discussed before.

As of now, the game has imbalance with unique weapon distribution. Majority of 2H uniques are either Estocs / Great Swords while majority of 1H uniques are Swords / Sabres. So keep that in mind when you are gonna go devoted

The devs have acknowledged this though and they plan to add more uniques in other weapon types.

I just have one weapon name
Magran's Favor (Battle axe)
Legendary
+15% damage as burn
+ 2 all fire power levels
And then it have some really nice upgrades
+3 all fire power leves and per kill + 10% burn damage and action (stacks 4 times) Problery one of the nicest upgrades on a weapon you can get. Especialy for a Paladin with the Eternal Devotion.

And ♥♥♥♥♥♥♥♥ a nice battle axe that you can get at proberly level 7-8 on the normal dificult level and around 10 on the hardest. I got it on hardest at level 13 and it was a walk in the park.

Also note that you can get some non special Legendary Battle axes quite early on some island north of Dunnage, and this is way before you get anything else with the Legendary status.
Do also rember with those crits and using the modal ability just hit the target with a large damage hit, find a new target inflict bleed .... and just let that Bleading cut do its work, this goes really well with the assain or other fighter types that can deal massive damage in one blow due to special skills.

Devoted/Shattered Pillar
I don't need any weapon since my hands are OP. (LOL)
But I do use a sword at left hand.

This is the axe that I got and it was really good, but I didn't go to that island until the end basically, because I did the map bottom to top (and also because I didn't even know it was there).

And as far as this backer axe goes, where do you even find this? I was a backer but I never ran into it.

I got that axe arround lvl 6 on potd without level scaling. The naga aren't that insane stats wise and can be cheesed.
During the first encounter with the drakes and one big naga you can pull the drakes to the bottom of the area and the naga wont follow.
At the start of the temple you can pull the nagas one by one and then steal the axe from stealth without engaging the boss battle at all.

Hope this helps.
