Help finding the Dragon Pendant. (Maybe potential spoilers?)

I need help from the community in finding this particularly amulet. I found it once in one of my games, yet can't for the life of me find it again. If the name is wrong. It's an amulet that has two abilites, each 1/rest. One summons a drake and two wurmlings, the other is a firebreath spell.

and yes. I've googled for it. No luck. Just the mentions of its existance and not where it's found. Hopefully it's not some random world map aquisition but I'm starting to think it is.

That's the one @Kai. I was hoping it wasn't a random location item. but seems to be. Thanks for the info. Well, I guess it makes every game a little different.

I got mine from the wrecked ship near Fort deadlight. Right now i'm trying to save scum to see if i can get it since loot is random each load.

I found it soon after leaving Port Maje in a nearby shipwreck. The necklace is so OP and broken early on in the game that I ended up selling it.

So are the Call of the Clutch and/or Breath of Flames reusable? I've used both and they're not available again?
