If all you really want is an actual massively multiplayer environment with boats, I haven't tried this one but from what I understand Black Desert Online has lots of that.

Please note that I don't recommend any of these games, though Eve can be fun if you approach it with the right attitude and a lot of restraint.
Also blackdesert has changed. When i last played it (really it was only like 2 months ago) it was Free....now i have to pay for it.
It never was a F2P game. Maybe you played during free week / weekend, cause there was few events like that.
Anyway I believe OP is interested in something else, where you can actually manage your ship and crew, take part in sea battles and so on. In BDO you can only craft a boat, then use it as mode of transportation or fishing boat. That's all. This is really a great game focused on many role play activities like farming, trading, cooking, employing workers, housing, etc but it has nothing to do with Cloud Pirates gameplay.

Just keep the ships, add open world and the ability to get off the ship and do stuff.

but its a game where you can go to worlds and is fairly open, but its very pay to win.
