Super cheap agents, a trap?

I'm in chapter 3 of cia campaign and 3 really good agents pop up for recruiting. Lvl 8, all have 3 trainable proficiency's and 4 perks ready to choose. They are $10. It's a trap right?

No. They're as legit as any of the other agents you can hire. I don't know if they have a higher percentage chance to be Beholder sleeper agents, but can't say I've noticed it to be so.

Hire them if you need and just keep them in base forging cash or whatever for a little while to see if something shows. If it does, brainwash or execute them as you feel appropriate.

Your Hong Kong friend will offer the recruitment of $10 agents in all 3 campaigns when you get to that point.

So far in my game I hired like 20 agents, counting those 3. two of those 20 were sleeper agents, and one of those two came from the 3 cheap agents.

I'll reinforce what was just said: Keep them forging / running comms and there's no risk. Hell, you could also use them for non-story scouting and so on, since there's no risk of combat. Just take away all their equipment so you don't accidentally throw them into a mission.
