Otherwise yes your hypothesis seems possible. Play on Ironman and never do manual backup, you are looking for troubles.
This method can be used for guards and civs too. GLHF
ps: Interconnected is one of the best abilities in the game to have on one of your assault team members. Turning off one CCTV or laser terminal turns off all terminals. It's part of the Warzone Operations tier IV training.
Though I do remember a case when there wasn't a second one, or I just didn't know about it (without doing the tactical recon first).
Yeah I was just checking before going to fail my ironman save. Most maps are doable with stealth without turning of cameras anyways. Have to just look for the one slit to pass through. :)
