Weapon training: How to unlock higher level trainings?
Hi,
I seem to be stuck in lvl3 training but some hired agents have higher level weapon trainings. Is there a way to unlock them or is it based on character lvl?

Just keep on picking up intel, solving investigations, and interrogating enemy agents. It seems that training, crafting recipes, and the ability to buy items are given as rewards for stuff like that.

It's probably tied to progressing the storyline (chapters).
