What does ID Exposed/Compromised actually do?

Did I miss something in the tutorial? I get that it's 'bad', but it's not clear exactly how it's bad. I accidentally took a agent with that state on a mission, but she didn't behave or get treated any differently, even by guards?

From the manual it says when you're exposed travel time takes longer and you risk getting ambushed more. In m my experience flight times were like doubled for exposed agents.
