However, I've used the abiliity twice and nothing happened so I'm not sure what the deal is with that.
I believe it only changes where your target is looking, but i'm not sure.
It works fine, but it's short range amd you have to be in line of sight. The operative will snap their fingers and those in range will turn and look at them.
Edit: Just finished the mission and checked the spoken languages of the operatives. One had English & Cantonese, the other was French. So looks like that mission is bugged or for some reason distraction is disabled on it. /shrug
Or maybe that language isn't supported for distraction on Stockholm?
I think the name of the map/mission doesn't matter, the location is all that matters.

ofc logically speaking if distraction is a matter of snapping your fingers, does language really matters
If you were also going to replace the agent, if they speak a language compatible with the region, then in the Language info on the agent's dossier will be highlighted green.
Though having multi-language on the regions on the other hand .... now that's something I'd be interested to see.
