On Steam there are available at the moment three Elsword games, each is individual since it is published by three different companies and each one of them has their own server(s).
Elsword Free-to-Play is the European version of Elsword, published by Gameforge 4D GmbH that offers the game six languages, British English, German, Spanish, French, Italian and Polish.
Elsword is the North American (and I believe it covers other countries that got merged into it) version of Elsword, published by KOG Games.
And there is エルソード (ELSWORD), the Japanese version of Elsword published by KOG I believe.
Other than that and the expected difference of ping you will experience depending on your country (since each physical server is located in different countries), there are other differences between the servers, those are a bit much to explain here so feel free to check the difference in content on this page[elwiki.net].

I am afraid that cannot be done. You cannot move accounts between servers/communities (that includes for example moving an account of Elsword France to an account to Elsword Germany) so you will have to start from scratch as you've already guessed.
