Good to hear! We've been doing our best keeping the game alive trough all these years. Finally having a new patch again after so many years feels good.

Use -framelimit ###, replacing ### with your desired framerate to fix mouse speed issues (requires patch 1.5). This should be set to a consistently achievable framerate, as the mouse speed issues are caused by uneven frame pacing.
This was already an issue with earlier patches. Even unpatched on new machines.
You can also turn on VSync in the launcher, or use the Steam options.
Though, this is indeed a failsafe way to get your desired FPS. Steam will not always recognise the settings and VSync chooses for you.
Sadly this method does't work for me. Frame limit set to 60 or use of vsync or both. Mouse speed is or too slow or too fast. Playing on GOG wersion of the game but I think it does't matter.

Late reply. But it should be working. Be sure to launch the game with .exe you added the -framelimit command line to.
Unfortunately, the person that makes the patch cannot mod the core game that much, as we do not have the source code available. The patch is just an upgrade to V1.497. It balances gameplay, and makes sure the game runs on Windows 10 and above.
To add to that. The Patch is created specifically for Multiplayer. Some of the rebalancing of weapons does carry over to singleplayer, but singeplayer is not being modded in any way.
The cheat codes had been removed from the game since V1.4 was released around 2001. This was the last official developer patch. The cheats were removed because they were a liability for multiplayer. With some hacking people were able to use them in online matches.
