Yeah, I am having the same issue with Giants on Win 10.
My monitor is 1366x768 so I set the in-game res to this but it still plays in a window.
Any help would be... Well... Very helpful.

Hmm... I just kind of got something to work by going to the Steam folder/Giants and right clicking on the Giants application and selecting windows xp in the compatability mode.
The game starts in full screen but then when the time comes to actually play it goes to a full screen window.
I don't think this is the right way to do this because I have noticed that the game seems to stutter from time to time.
The way I got full screen was to create a new Shortcut on my desktop.
Then in the properties of the shortcut In the Target field, at the end and outside the quotes, add "-window" (without quotes). Make a space between the last quote and the "-window" or you will just get an error.
Now run the game from the new shortcut.
This gives me full screen but my mouse is now acting weird. Lol.
Hmm... Just also tried adding "-window -framerate 120".
Full screen fine.
Mouse doesn't work properly. Sometime fast sometimes sloooooow.
Think i will just play it in a window and be done with it. Lol.
i had success with " -fullscreen -framerate 120 "

The .dll file in the last post did the job for me ;)
Very late reply indeed. This was an issue from 2016-2018, before the Patch was created. V1.497 and later V1.5 fixed the fullscreen issue on Windows 10 without the need of external DLL's.

Thanks again for your post! I'm glad to know that there is patch to fix my issue, and at least a community solution if there are still troubles. Never expecting any more communication on this old post. I appreciate your time!
Yeah, The Steam version will always be a piece of work when trying to patch it above V1.4.
There's nothing else we can do about it, we've contacted Steam many times to please fix the issue with their upload, but they refuse. the GoG, CD and other versions you can find online are way easier to get working, and patched up.
But following the instructions in the supportguide, you can get the Steam version working perfectly fine. Just don't launch it via Steam itsef, but use a new desktop shortcut of Giants.exe after patching. Since any patch above V1.4 is technically a 3rd party mod. Steam will not allow the overlay etc. Nothing we can do about that here.
Also. Good to read someone already on Windows 11 is able to get the game to run. We were afraid the game would have even more problems on Win11 than it has on Win10.
The company that owns Giants (Planet Moon) has long gone bankrupt. Interplay then later sold off the title to a shareholder. The original developers and rest of the team have long left Giants behind. The sourcecode is lost, and the rights of the title are held tight in some portfolio.
V1.4 is the final OFFICIAL DEVELOPER patch created. V1.5 and beyond are FAN PATCHES created by the community over the course of a few years. This is why V1.4 is the version you can buy in stores like GoG and Steam, as the newest patch is basically just a community mod.
Now, since the arrival of Windows 10, Giants has gotten increasingly hard to properly install straight out of the box. The community created patches to keep the game going on modern machines. Steam also added some DRM to the upload of the game, so you need to follow some extra steps to even install the latest patch properly.
As community, we've contacted Steam many times over to at least acknowledge our work. Because fact of the matter is, charging money for V1.4 is like charging money for a broken game. So far, they have not replied to us at all yet. Neither has GoG.
