Sincerely, to put this kind of exploring activity in a hard grind game like this is some very strange design decision. We need means to be able to farm faster, not to waste even more time trying to find random things scattered in maps with this low spawn rate.
And I don't know what the issue you have with that quest is. I like it when the devs do things a little outside the box.
And second, what I said already, who has time to waste looking for things in random points when you could be grinding shards to buy power, or in other words, progress?

Thanks for the video. They are in "fixed" places, but I don't have these skills to workaround the bad collision mesh and level design yet. :(
As for the quest itself, this is one of those things you do after the grind, or while resting from the grind. The reward is a single cosmetic so you won't be missing much if you skip it for later.
I don't bother with the doll dressing aspect of the game, or any kind of fashion in any game I play overall. I usually play to beat the challenges the game has only, be it puzzles, management of resources or in the case of this game, grind until you beat the last piece of content available.

it is a open alpha build with five dev's. Patience is the key.
