question about precious 12 sidequest

when exactly is this side quest available? i am now in chapter 7 and i just entered crimson canyon

have i missed the quest and i should have done it before? or the info is wrong and the dog is not in belfas docks?

The precious 12 sidequest is a special event sidequest.
It only appeared during the Lunar New Year.

i dont understand you. what do you mean by lunar new year? i am playing version 1.2.1 of the game

is the side quest extra content which was removed from the game?

Yes it was for a limited time only. In celebration of the Lunar New Year this year. The side quest was only available for a month.
