Framerate / lag / slow motion help needed!

Background info: I am playing on a laptop that has NEVER had problems running any game before. It's not horribly old, and I run windows 10. IDK if that is relevant.

Character motion and gameplay slows to almost half speed in large or busy area. I'm not very tech-savey, but i think it's an issue with the framerate. I was able to get through the first 3 chapters okay, with just some slight annoyance, but Chapter 4 is basically unplayable as the first map is so large/busy and it is constantly running in slow motion. How can i fix this? I didn't see any way to change performance/graphics in the game settings, and i don't know how else i can fix. Should i uninstall/reinstall? Do I fix something on my laptop? What's up with this???
