Framerate locks to 30 and game runs at half speed

I'm currently dealing with a really odd bug where the game is running in slo-motion unless I'm both moving and turning the camera at the same time. If I'm not doing both, it locks to 30fps, but if I'm doing both the game properly runs at 60fps and at full speed.

I saw a couple threads briefly mention framerate locking issues, has anyone figured out a fix?

In which part of the game is this happening? Something similar happened to me in the last chapter in the last boss fight and I didn't know if it was supposed to do that.

Was happening everywhere, though I've since switched to a new computer and have yet to test if the bug is still there on the newer hardware

don't' know if you're still having problems, but try to decrease your anti-aliasing. At least that made my game run faster. Don't know about the fps, though

It stopped being an issue when I switched to a better computer but big thanks 4 the tip anyway!
