To make cogs you need to build a factory, then build a manufacturing workshop in it. The workshop allows you to build cogs as long as you have enough resources (10 steel plates to make batches of 20 cogs)

Wait till you try to make traps. It requires 86 total crafts (with some cogs leftover) to make a saw trap. Its the worst but they always take a lot of crafts to make.
