Chloe didn't change clothes while she was away with Rachel, and I presume she was on a sleepover somewhere else. Regardless of that, the scene opens up with Joyce arriving late to bring Chloe over from an all nighter, so I guess no one was home then. At this point, the story takes a turning point that Chloe returns to the junkyard to be alone, so she didn't have the opportunity. That's why Rachel delivers the clothes and not herself.
So, I have no idea. But that was my experience.
OH! You mean, the t-shirt from the vendor! I did NOT get that, my first playthrough, 'cause I didn't want to get kicked out. (Didn't steal the money, either, for the same reason.) Ok, yeah.. that, I don't think is what I meant.
May actually start at the Junkyard, where we have some clothes too.
