In Nvidia Control Panel, under Adjust Desktop Size and Position, try setting 'Select a scaling mode:' to Aspect Ratio. You can try Full-Screen and seperately try putting a check in 'override the scaling mode set by games and programs'
Also to check, under Change Resolution back at the right half, See if you have the typical range of resolutions available and check you are on a typical appropriate resolution for your monitor.
For a tip to make your colors better in all games, while you are in Change Resolution, in section #3:
Use NVIDIA color settings, set Output dynamic range to Full.
I know it's trite, but make sure your monitor is plugged into your GPU and not your motherboard display port.
Do you have similar problems in any other games?
What is your desired resolution, you may have to settle for one that is a similar ratio.
No I dont have similar problems in any other games.
I give you my config :
Ryzen 5 2600
RX 580 8gb
RAM : 8gb (dual channel)
My resolution : 1400x900
Oh sorry, I meant to say, at least for the screen scaling part there should be a similar option in AMD's menu. iirc every Nvidia type setting is in there, just worded differently.
Let me check my copy of BTS and see what I find about the resolution.
Unfortunately I can't replicate the NVidia part for AMD but it should be easily possible, all you are doing is adding a custom resolution so the game can see more options. Then launching the game with commands to initialize it in game. If you take it slow you can easily do a similar thing in your control panel.

He describes exactly what you described. Black bars and everything. Try your best, I may try to look for the AMD fix after I wake up.
Why each time you open your mouth, only bulls*it comes out?
Have you ever visit:
https://www.nvidia.com/en-us/geforce/forums/game-ready-drivers/13/
Please go there and tell them: "theres your problem. change to amd and your pc will boot properly."
The game works properly or works not, but NOT because of AMD or Nvidia graphics and NOT because of Windows 10 instead of Windows 8.1.
You “can't change the resolution” because 1400x900 is not supported by the game.
The game is in 16:9 ratio (1280x720, 1366x768, 1440x900 ...)
You can choose the next smaller screen size and then choose “full screen” option and the black bars should disappear.
