You can run dx11 games on dx9 or dx10 cards.The downside is that it doesn't always work and there probably is a lot of lag.
So Life is Strange Season 2 will need DX11 too,right?
230fps? for BtS...hmmm...it's like....using the LHC for detecting gamma rays instead of a scintillation counter?
As for the needed graphics-power, as ´mrS said LiS: BtS doesn't really need real high fps since it's an adventure game. An NVIDIA GT 1030, the smallest model of their current generation of graphics cards comes around 70 Euros where I live and would deliver enough to play the game in 1080p (with reduced details). Older generations like the GT(X) 900 series should be around for even less and all those cards support DX12.
