You need to activate several triggers throughout the game for that. Always imagine you are crushed into Rachel an actclike this.
What did you answer her during the play, when Rachel went off-script?

Those words didn't belong to "Tempest". They were adressed to Chloe.
So in case you've chosen ... lets say "then i'm going to run away" (if thats said in the English version) , you might have locked one of these triggers.

Don't act like a friend, act like her lover

It may be more than just episode 2, though.

Did you tell Rachel you wanted to just be friends or you wanted "more" than that in episode 1? I would imagine that's a very big part of that path to a romantic set of options through the game

I kind of disagree with that. For example I told Rachel we are "just friends". Then also I would go along with her story in principals office, which is hard to say what's the "right" choice. But I'm almost positive this is even more twisted. Like if you accepted Eliot, then you'd feel less towards Rachel? Or if you said Steph that Rachel is single? I kind of like this complex decision making, it's not that clear what the consequences will be.

Eliot's choices don't affect to anything because he is not romance option nor his choices are romantic. Always ends up getting rejected.

I didn't hug Eliot, I didn't go to the play with Eliot, I saved Rachel in the Principal's office, I telled Rachel we are more than friends, I did well in the play... still nothing. what the ♥♥♥♥ is wrong?

You should in first chapter for example agree with Rachel a lot to encourage her. For example after you chose "more than that" Rachel should end that sentence with "..i can't even tho I want to"

If you chose it is friendship Rachel should say "is that all?" and she should say she believes And something special is going on between tnem

All of them are tied to how many times you encouraged Rachel. Choices like; attacking skeevy guy, bouncer, two truths and lie game, flirt, when she asked you about true love you should say you believe it (u don't have to do it but when you say it friendship it encourages rachel romantically) giving her belt and flirting with her, sharing headphones, jumpin off the train... etc etc

You don't have to do all of them though, because game gives you every chance to recover it

Wierd I never knew this cause I always got the LONG kiss, very interesting that Deck Nine would make your decisions actually matter that much though... .very good on their game development skills! :)

I also forgot to say, standing up against bully choice (defending nathan) also impresses Rachel and she appreciates how good hearted you are.

You also have to do some specific choices in ep2 related to Rachel (like at tempest) etc. There are many chances to recover and evolve your relationship with Rachel. (And I am repeating again Eliot's or some other characters' choices don't affecting to that since Rachel is only one potential love interest)

So far, I have seen a couple of alternate outcome of kiss scenes;

1)You are not getting kiss option (If you didn't do enough of those choices; Rachel will say she wants friendship after you said it is More than that -Friendship) -you still can recover this with very specific options later

2) You are getting kiss option+ Rachel kisses you but not for second time, Chloe says she could be more convinced after Rachel stopped (If Rachel *hesitates* after More than that and Friendship choices and didn't do some choices enough earlier/later)

3) You are getting kiss option +passionate kiss (If Rachel shows she wants more too after you said More than that)

4) You are getting kiss option +Rachel kisses you but not for second time but Rachel says she wants to do that again too later if Chloe wants it too (If you said it is friendship and Rachel asked to you "is that all?" and special things happening between them) -> you should do all earlier choices enough

So it is all depenant to how many times you encouraged Rachel and it is only tied to doing similar to those choices that I labeled above.

Not getting passionate kiss ofc, doesn't disable romance between them so don't think like that. It realistically evolving imo
