Not her first love, Chloe loves Max there is no doubt about that even if they just love each other like sister's from growing up together. Chloe is still deeply hurt by Max leaving her to move to Seattle with her parents and as a "kid" she can't understand that it is not Max's fault that she had to move all she knows is she is gone.
However when ever Chloe refers to Max in BtS you can tell 100% that she still loves Max and misses her a lot, and that is the main reason she falls so hard for Rachel Amber because at this point she needs someone to take Max's place in her life.
I meant the romantic love.
As kids, Chloe and Max where more like sisters than a couple. Best friends forever.
She even discovered her "lesbian side" after Max moved.
Remember her diary entry concerning the blade runner movie.
So Rachel is likely to be the first person, chloe fell into a passionate love with.
Thats what william tells her after the junkyard scene in ep1,
and later warns her about it in ep2
Well, we know that things don't work out between Chloe and Rachel in the long run. Rachel and Chloe never make it out of Arcadia Bay. Rachel has a relationship with Frank, which she hides from Chloe. There are also the other relationships Rachel has that are alluded to in Season 1. With Mr. Jefferson, for instance.
So, William's warning may be about the short term, and we may see something happen in Episode 3, or his warnings may be referencing Rachel's unpredictability in the long term which leads into Season 1.
