& when so many complains about something then is a problem, in 2017 is unacceptable - unless is a early access game.
I suspect that they were short on time/budget that they had to put their best animators only on important characters, while the others were left to less experienced people.
Or maybe their animators had to spend most of their time on doing animations for main characters, and found them short on time so simply rushed the other animations without fleshing them out.
