Regarding your second point, at every turn where Farewell was mentioned on Storefronts or in press or community activities, it was made clear that Farewell was part of the Deluxe edition. Granted some people may only have come to the game later and missed everything that was said previously.
That's why an "Upgrade to Deluxe Edition" is available. We don't expect you to buy the game again at all - upgrading, which is possible through the Store front, is enough.
The page you link also clearly describes the content of the episode:

The purple box is always a generic Steam label for when a DLC needs a base game. It's never a definite proof for anything. If you know how Steam works, this applies to many, if not all, games on Steam. While that is true you do need a base game at some point, it doesn't actually account for the special nature of the DLC. For example, Payday 2 now no longer allows you to buy DLCs individually. You have to buy a whole package of DLCs which is then considered the full game (it becomes the Ultimate Edition as the name of the bundle suggests). This is the only way you unlock the full game. You will find that all of the DLCs for PD2 there also has the same purple text for the same requirement, and it will not tell you it's actually a requirement to buy the whole bundle, and not individual DLCs anymore. The mods, developers and players will all tell you that is the real requirement.
BTS is not that much different. While both versions do have the base game/episodes, Farewell is a special package meant for Deluxe as the description of the DLC implies. That box is only warning based on Steam standards you that you need the actual full game (called "Deluxe", like the Ultimate Edition is to PD2) in order to download it. It doesn't affect how it actually works. This has been explained since day 1.
Also, pay attention to the main store page description, as it also repeats "'Farewell' Bonus Episode is available as part of the Deluxe Edition of Life is Strange: Before the Storm" in the description on the Farewell announcement. So you have it mentioned at least twice in the descriptions.
