so her IQ is not low with what i saw in this game
She has experienced extreme loss of those she loved in her life and this all happened to her at a very young age when things like that are very difficult for her to prioritize in her own mind so that she can deal with it in a logical manner.
This leads her to become very stand offish, and try to portray an "I don't care, I don't love anyone" attitude, and the reason for that is anyone she ever did love ends up leaving her alone and forgotten.
Then Max comes back into her life and she begins to change. You could see her change at the end of the original game because she started to allow herself to love Max again.
So, for me personally, no matter what choice I would be offered at the end there his NO WAY I could possibly take that away from her and no matter who else had to die I had to keep Chloe alive and with my Max because that is all that mattered to me, period.
