Chloe asked Sera who said that Frank "took care" of him.
Wounded and unarmed against armed Damon - don't believe that for a seconde though.

Yeah Deck Nine kind of dropped the ball on that part too I guess, there is no way that should have been taken care of off screen, it was an important enough event to have it ALL played out on screen.

I am guessing though that if they showed his murder on screen the game would be rated adult and that is likely why they did it like that.

In the main game they showed the murder of Frank, Chloe and mr Jefferson plus the suicide of kate.
it still got PEG 15.

I think it's been rather to create a new mystery than because of the youth protection

No it does not.

D9 showed excellent restraint not showing the actual killing. And it really does make sense overall that Chloe doesn;t see it.

There were several murders on screen in original game, Chloe murdered by Nathan and Jefferson, Frank by Chloe, Jefferson by David... we also see young girl kill herself or man being electocued, or crushed by billboard, so its probably mystery than age rating
