Report a translation problem
1. Stealing is wrong, and even though Chloe is in her rebelious stage, I expect a lot of people will still believe her to be at least decent enough to not steal from people (The handicap fund in S1 is an entirely different matter, much later into her life when things have gotten even worse for her)
2. You see that it'll have consequences, which could mean any number of things, but there's always that lingering fear that it'll be something bad.
3. The preview for Ep.2 is someone shouting at Chloes door for his money, not the same guy but the same could happen for that situation as well.
4. They'd rather give it to Joyce
5. They'd rather keep it to see if they can pay off the guy in the Ep.2 preview

It is not stealing from your "favorite band" instead it is stealing from someone who is very likely making money off of that favorite band and not sending any of that to the band itself...
Besides that is what the different save points are actually for, you can have one game going where you didn't steal the money and buy the pot and another where you did...

Are there any clues that guy is not affiliated with the band? Because usually, if you go to a free (!) concert and there's a guy in the entrance area selling merch, he's most likely working for the band, and this is how the band makes (any) money (at all).
Anyway, it's not important, but to answer the OP's question: that's why I didn't steal from him the first time around.
By the same moral implications, you don't steal the shirt, then you don't get the extra outfit and the special dialogues that go with it.
Not sure but I just got the feeling that the guy was not legit and I immediately wanted to steal one of the shirts when i found out he wanted $20 for one...
And considering the LiS handicap fund, Chloe is totally fine with leaving it where it is after Max encourages here to do so. I don't see Chloe as that rotten as OP. She is still a pretty decent person (admittedly deep inside her).
