Perhaps you should check if the 3rd episode of the original LiS is rated nudity too, since Max and Chloe swam in the pool with only their bras and underpants on.. I can only see the PEGI :c

It might be for that porno mag Chloe finds in the junkyard in ep2.The artwork is very stylized so you can make out features, but it's clearly depicting a naked woman. You can get a nudity rating for that kind of thing, a tattoo or photo or painting in the background.

Given that these characters are only 16, I doubt we're suddenly going to be getting nuderaider arcadia bay.
