A better explanation in my mind is that the dorms are only used by students who come in from out of town and have no place to stay locally. Certainly if it's an option Joyce would choose for Chloe to not use the dorms, since I'm sure it costs too much.
Honestly I think they should just retcon Blackwell to a 4 year private prep school that allows some locals to attend on scholorships. That would solve all the problems they have trying to untangle the various inconsistencies. I know they're trying not to mess with canon more than they have to, but in my mind, on this issue, it would be easier just to own the original mistake and retcon a solution.
Also, keep in mind that Blackwell it's changing the way it opertes. Remember how it was a seniors only school in the first season and in BTS is a regular school?
I think he/she meant to say "live" ...
I don't think any of the kids going to Blackwell in BtS are any less grade then grade 8 though and likely not less then grade 10.
Well if she didn't get expelled she might have wanted to move to the dorms after David moves in... lol
But it is sugguested, that Chloe lives in the outskirts of Arcadia Bay, since she was "missing" the school bus, was therefore already late, when David brought her to school today, and still had half an hour (smoking break plus DnD game) before lessons started. If she was living nearby, this would have been enough time to get there on a bike, wouldn't it? Therefore living there could have been nice für Chloe as well, if she could have afforded it.
If it was because of money, why don't Nathan and Rachel live in the dorms yet?
Btw: if Nathan doesn't live in the dorm yet, why was he shown sitting on the spring at night , after the end of EP1?

And Rachels home is just a walk away.
And Rachel lived in the dorm too in LiS
