Well, I've always considered it one-sided... in LIS we know that Rachel had a (secret) relationship with Frank and there's the letter where she describes her encounter with Jefferson, and reading it is clear that Rachel knows the kind of feelings Chloe has to her.
That also why she deny the first kiss with Max, beause she still hope they will find Rachel at some point and stay faithful and honest to her.
I dont know if Rachel really are into Frank or just used him to get away from Arcadia Bay or more likely Jefferson.

If true, the trope would be inaccurate. Moreover, BtS is continuing to develop that aspect, so that cannot be proven yet.
Not to mention Word of God could have scripted to have romantic encounters of all 3 people. The only problem is, which one was the true romance, if any at all? There is no theory to be disproven yet.
