My friend irl is 16 and he's got a tattoo. With parent consent I think you can get one.

No, but Chloe is rebellious, so she'd go out and get one by herself.

This game takes place 3 years before the events of the first game. We do not know when she dyes her hair, nor do we know when she gets the tattoos. She might have done it after Raichels death (as a sign of depression perhaps?) .
Most likely we will not see her do that.

I was definitely wondering the same thing, like where/when does she get blue hair and her tatt? If you go into the washroom at Chloe's house and look in the medicine cabinet she will see some hair dye there that Joyce is using and of course Chloe see's it as Joyce trying to impress David with a "younger" look, but she does comment that she might like to dye her own hair....

No. The each episode covers, like the first game, one day of three consecutive days. We know from LIS that Chloe will dye her hair some time after the marriage between Joyce and David, and the tattoo even later .

Unless the final scene takes place, for example, a year or so later.

Still dying hair is not a big thing for a girl and can you know, she can fell like doing a big thing there just becouse the color. And that could be nice addition on the last episode in the first few minutes that we got the choice to dye it. Well, maybe Joyce will announce to her that they are going to be married in episodes who knows realy, maybe that will be ignition point.

I doubt she would start dying her hair after Rachel's disappearance because there are photos of her with blue hair and with Rachel in LIS.
