yes, looks like if she can go in rage she can alter the surroundings. I believe if she can do that scream casting a heavy wind against the tree, she can do the same with other things as well.
Or maybe Rachel has no powers but it's just a representation for us players of how can be the behavior of Rachel.
Anyway that last part let me think that Rachel can be related to the storm that happened to Arcadia Bay. What if the Storm is Rachel itself? Because she really hates Arcadia Bay (talking with Chloe we discover this), what if she is a metaphor of the storm.
